    The Right of People to Participate in The Process of Public Policy

    Public participation is deemed a main principle of Good Governance. To ensuretransparency and acceptance by the public, public sectors must allow people toexpress their ideas and jointly make decisions in their administrations. Thailand hasconcentrated on this principle as seen in the Constitution of the Kingdom of Thailand.The State is required to be committed to the promotion and protection of the rightsand liberties of citizens to participate, together with other legislation relating to publicparticipation in policy specification, political decisions, economic, social, and politicaldevelopment planning as well as examination of state power usage at any levelaccording to Section 87 (1) (2) and (3) of the Constitution of the Kingdom of ThailandB.E. 2550. However, there is no Act defining the criteria and procedures for theparticipation of the people. There are only Rules of the Prime Minister on the creationof governance and social good B.E. 2542, and the Draft of Public Participation Act.B.E. ...., which the National Economic and Social Advisory Council and Research andConsultancy Institute drafted by Thammasat University and proposed to the Cabinet.Also, there is the Draft of Public Participation in the Process of Public Policy ActB.E. ...., which King Prajadhipok’s Institute drafted. Since these two drafts are unclear,this research will study and analyze the issues in the drafts to come up with anappropriate solution. Moreover, for the best benefit to citizen and nation, buildingunderstanding on public participation by Thai citizens must be done simultaneouslyand urgently.

    The Role of the Council of Political Development and the Nation’s Reconciliation Enhancement

    During the past four years (2008–2012) the principal role of the Council of Political Development has been to implement the strength of Democracy at the grassroots level. Most of Thai society consists of grassroots underdog people. The Council aims to implement democracy as a structural base. It emphasizes democracy in the community through decentralization. When people experience real democracy and are free, they are able to reveal their intelligence &strength. Conflict and unequal treatment will be reduced, leading to reconciliation and security in the nation will be established.Because the main contribution of the Council is focused on grassroots democracy, the outcome is not evident over a short time. Even though the target has not yet been fully attained but it is nevertheless a great endeavour to bridge the gap. The Council tries not to let violence occur among Thais. The Council tries rather to integrate between representative democracy and participatory democracy.The highest goal of reconciliation is to enable all people to receive fair and equal treatment, to let them feel that they receive honour and acceptance from the state. The government has to understand more about customs, culture, religion, and economy of all groups of people. In the end everything will move in a positive direction and happiness will return to our own country.
